I believe he was referring to the persian gulf tide turning. Apparantly the red sea has undergone some serious changes due to the climate increase felt everywhere. THe increase melting of the icecaps has brought an influx of water to the region and has literally changed the tide immediately affecting coastal Iraqi cities. This being the case, I entirely agree with Bush. Who is we that voted for him twice. I never voted for the guy.
