take out gum/breath mints for yourself, then offer to that person. Hopefully if you do it often enough, they'll get the hint.
I have the same problem with a co-worker. I just try to stand out of range.

Give them some gum, or better yet, you can actually tell them about it. Trust me, i would rather hear that from a friend of mine, than from someone else! It would save me a whole lot of embarrassment!

Simply hand them some tic tacs, if they still are clueless, you could "jokingly" wave your hand in front of your face (like you are waving away a bad smell) and say...Whew! You REALLY oughta get that checked!" They'll come around...and will NEVER be tic - tac-less AGAIN!
