Have worked in bike shops for the beter part of 20 years. The above methods will all work, but if you want a proffessional job, you should have the inside of the tank sandblasted. Once its free of rust, line the inside of the tank with a product called Kreem...fantastic product. It wouldn't hurt to install a small inline fuel filter as well, and least for the first couple of tanks.

Pour out the gas, flush thoroughly with water. Knock out the loose rust by shaking small nuts and bolts around in the tank. Flush. Flush again with hot thinner like, acetone. Coat with Caswell's Epoxy, or Kreem Koat.

Protect the finish from the acetone as well as the epoxy

The rocks in the tank works well, just don't use sand, to hard to get out. I've used rock and water, and shake the crap out of it, then after rinsing out, put two or three bottles of alcohol in it to absorb the water that may be left over, empty out and let dry.

Drain the tank and fill it part way with sand and small rocks. Now shake the heck out of it and let the sand and rocks scoure it out.

Make sure you get all the sand and rocks out and rinse it out thoroughly and let it dry before putting it back on.

After you clean it out (see above) you have to put sealant in it. Go to the autoshop and ask for sealant: you put it in and shake it around and let it dry and it seals the rust off so your gas line doesnt get clogged

first you remove it from the cycle, and put smaller rocks in it and shake vigourously, this will act like a sandpaper and remove most of it, then you can take a pressure washer and rinse out the inside of the rust and gunk,

I learned this trick from my dad
