Applying a very warm brown or applying any color of shadow that has anything orangish to it will make your blue eyes pop. It's because blue and orange are opposites on the color wheel, so when they are put side by side, they brighten each other. It's only when they are mixed that they cancel each other out.

As a makeup artist here is what I think.
First is the eye shadow. which u have 2 options, they are?
1. Intensify your eye color
Coordinated shadows, soft pencil eye liner and lengthening mascara. Blue shades enhance your eye color—browns make it pop for a get-noticed, intensified blue!
-Shadows for intensity
-Eyeliner for definition
-Lengthening mascara
2. Your boldest look ever
Play up your blue eyes with expertly coordinated shadows, liquid liner eye and volumizing mascara. Coffee shades enhance your eye color— denims make it pop for your boldest blue yet!
-Shadows for high impact
-Liquid liner for drama
-Volumizing mascara
Then you can help with the pencil eye liner or go for the liquid eye liner(takes practice) to make your eyes go for the grown up look. Try using the mascara to lengthen or make them thicker foe the full look.
Then you can just go from there, if u dont want to put alot of make up on just do the eyes and the lips( gloss, lip stick..or what u feel comfortable in) but always have some time of lip gloss. cant lips gp dry.
I deal with alot of makeup so anyone who has questions just ask me.

Ahhh! Brown is such a dull color. But yes, brown shades are supposed to make your eye color pop! Almay Cosmetics Intense i-Color is a good start. They have a whole line of products made exclusively for enhancing your eye color. To enhance blue eyes, blue shades (such as denim) enhance, while browns (coffee colors) make them pop!

to make your blue eyes pop you should use blue eye shadow and a small amount of light brown on the outside with a blue eyeliner. it will really define them.

Its true though. Try diffrent shades of brown. But it doesnt always work for everyone. You need to consider your skin color too. Try diffrent shades of brown eyeliner and maybe a blue eyeliner. Black mascara will help too. Just dont over do the blue. Make up is made to accenuate what you have..if you over do it, you risk looking trashy and tacky istead of beautiful.

Brown does make them pop, but blue intensifies them and you could also try violet.
