Ghana might still be in the world cup, but they are not the best. Ivory Coast definitely are the best. They play fantastic football.
But if Ghana can make it to the semi-finals of the world cup, then I might change my mind. I'll stick with the Ivorians, I enjoyed all their game - beginning with those of AFCON up until they were knocked out in the finals by Egypt. The game I enjoyed the most was the one they played against Cameroon, in the quarter-finals of AFCON ~ winning on penalties, and everyone on both sides including the goal-keepers scoring their penalties.
It was classic!!
If we go by the rankings, of the five teams you mentioned above - the order from best to worst is:
Tunisia(21), Ivory Coast(32), Ghana(48), Angola(57) and Togo(61).
However the best teams in Africa are:
1. Nigeria

Ivory Coast impressed me the most, despite the fact Ghana played good to reach the last 16.

The Ivory Coast. They played the best football; they were just unlucky enough to end up in Group C with an excellent South American team and an excellent European team. That's tough luck!
