That one branch may have been affected by frost. Prune a small piece of one of the branches, if the wood inside is green you know there is still life in it.
If it is green, it just might not leaf out this year, this has happened to a few of my shrubs.
If there is sign of the condition spreading, you may want to prune out those branches to prevent spread of harm to the rest of the tree.
If the wood is dry, its already dead, go ahead and prune it off it will not come back anyway. Sometimes branches just die from the start of disease, insect damage, or weather related instances.
Finally your dogwood tree may have "Leaf Scorch". Don't worry it may sound bad but it is a problem that can be fixed. The tell tale signs of Leaf scorch are dry leaves with browning edges and leaf drop can occur. Leaf Scorch looks like a disease but it isn't. Dogwoods like some shade and if they are planted in full sun or if it has been very dry lately, they tend to dry out easily and get stressed,Which is basically what Leaf Scorch is. Just give your tree extra water and consider mulching around the base to keep in the moisture. You should see a change in a short amount of time.

This sounds like an insect problem to me. I would watch the tree closely. If there is the slightest sign of spread, call a tree doctor ASAP!

could be burned by animal urine around the base ,,or a rust or mold ,,spray fugicide like dayconil from depot on the branches,, and Dog and Cat NO ,,on the trunk ,,a dog may be spraying some time in the day,, an olde dude

I think it's a water problem or actully a lack of water. Try watering a little every day for a week , then every other day and I bet the problem goes away.

It may be getting too much sun. Do you live in an area that gets very hot? Dogwoods do best when they get afternoon shade and not too much hot sun.

A dog or cat is probably peeing on it. Especially if its mostly on the bottom of the plant.
