The first one implies God needs to love you even if you are to dumb to know it. The second implies he already does and you are being informed of the fact.

One is grammatically incorrect, and the other one is grammatically correct.

"God love you" does not make sense. "Gods love you" would make sense, because that makes the subject plural, in which case you would use "love."

"God loves you" makes sense, because that is the way it is meant to be with a singular subject. Since it is ONE God, you use "loves." If it was MULTIPLE (2+) Gods, you would use "love."
