My 1993 G20 Glastron bowrider is 20' and has a capacity of 9 people or 1700 pounds.
2 sit beside engine (1 on each side), 4 sit on 2 convertible benches back to back and 3 can sit in bow.
The amount of seats determine the capacity-everyone must have a seat.
There should be a capacity plate near the drivers seat or somewhere in the boat that also lists maximum horse power.

Until water comes over the sides. You can get more people in if the Boat is moving, just have them jump in! BUT, remember to have them jump out before you stop! The Boat will sink with all on board never to be found until there a Movie about you.
I had 12 people in a 1975 Arrowglass Spider. It did well until we stopped, the Bow went down water came over the back and the Bilge pump not work of all times. Luck was with us as 4 people immediately jumped overboard until the "Water Brigade" had everything under control. Then we Reloaded and took off again. The next time I stopped I ran the boat up on shore and everyone jumped out wanting to do it again.

I have a 17 ft bow rider and the limit for people is 7,but that depends on the weight and the boat was made back in the 80's and people have changed(more obese)

till its unsafe. the little tags put on boats are meant to be a guideline only. you didnt say what size it is but it originally probably said 4 maybe 5. you could be unsafe with 2 sumo wrestlers and safe with 6 100 pounders. what are the water conditions? how much gear? theres no substitute for a competent operator.

No more than 6 and all have to have a PFD.
