i have looked everywhere and couldn't find anything.

I caught crabs in Baltimore once from some pig I picked up at a bar.

The water in the harbor itself is not really all that clean. You could probably pull up a few crabs but I would throw them back. I wouldn't ever eat anything that came out of the Inner Harbor! There's a lot of runoff from the chemical plants there, and there was a rash of pfisteria a few years back.

If you want crabs in the Inner Harbor, go to one of the many crabhouses (but stay away from Phillips) and pay for ones that come from nice, clean water somewhere closer to the Eastern shore!

Yes,your best bet is to visit one of the yummy restaurants in the inner harbor to get some good crabs ( do not go to Phillips Buffet),it's nasty.
The Rusty Scupper is one of the oldest and best restaurants in the harbor.
City Lights inside the Harborplace has real good food as well.
Of course , the Cheesecakefactory is a favorite around here.
