They don't, water spouts are only water tornadoes, they can't change the way they appear, they can only remain in there current state.
They can't convert.The air pressure will not allow it. they require different amounts of pressure to happen.

I really don't know Joy. But I remember about 15 years ago, visiting Cincinnati Ohio, I was up in the Federal Building there. There were 2 or 3 beautiful water spouts. We watched them slowly descend from the cloud cover, and eventually touch the water.

What a beautiful act of nature.
