Necessary. How else would Lucas have gotten through to the audience how Vader helped to hunt down, and destroy all the Jedi. It was a brilliant plan, and the perfect trap. If you'd like to know more about it I highly suggest that you read the novel version, it explains it in detail.

Strikes me as a purely-Palpatine sort of thing to do. Frankly, I'm surprised the Jedi didn't consider such a thing possible when taking the Clones, considering the absolute mystery behind their creation.
