They ran out of room and funding in the psychopath prison/hospital.
They needed a new reason to get more money, and so they made the mean psychopaths be labled as a sociopath.

There isn't any difference. Sociopathes were first known as pyschopathes. They lack feelings, mostly and suffer from sociopathic personality disorder or aka antisocial personality disorder. See definition below:
sociopathic personality - a personality disorder characterized by amorality and lack of affect; capable of violent acts without guilt feelings.

A psychopath doesn't even realize what he's doing. He's sort of out of control, and unaware of precisely what he's doing.
A sociopath knows exactly what he's doing, but has no conscience, and can commit all sorts of horrid acts with no guilt or acceptance of consequence.
