It is traditional for the man to propose in a relationship, so if the couple tends to hold to the traditional that would seem to be the best. However, if the two seem to embrace newer ways and both are ready for marriage then it should not matter which proposed.

Also keep in mind this. It is an accepted stereotype that men are generally more hesitant when making decisions involving commitment. When a man proposes chances are he has already dealt with his commitment issus and is ready to make that move. If the women proposes first, this may mean the guy is still dealing with those feels of fear.

Finally, realize that if the couple does become engaged there will be a host of people asking how he proposed (wantign to hear some romantic story). Understand that for the rest of your lives, his answer to that question will be, "uhh, well actually..."

The sexes are not the same. Women are more nesters, men are more hunter/gatherers. In general, women tend to feel the urge to marry and settle down in a relationship before men do. This is why traditionally men ask: usually, once the man is ready, the woman is too (in a way, its a bit like the sex act in reverse). If the woman asks first, the man is bound to feel preasure and the event will damage the relationship.

In conclusion, if a woman is interested in marriage, and has been dating a guy exclusively for 18 months, and he has not proposed, she should move on - the chances of a proposal are very small.

Not politically correct, but a completely accurate summary of the behavior of the two sexes.
