it depends on your project but for me (b) is a universal truth and (d) is true only if you don't sacrifice b. (a) doesn't make sense at all,I would advice to stick to common and thoroughly tested plugins. Regarding (c) I don't se why you would have to keep info on your website static, but it depends on your project and more importantly on your audience.
