William H. Warner a topographical engineer laid out the city plan for what was to become Sacramento in the year 1848. He was hired by John F. Sutter Jr. The city got a charter the next year, 1848. The Sutter father & son did not get along and the son set up the city. Sutter Sr. later became bankrupt. Sutter senior was the owner of Sutter's mill the first strike in the California gold rush.
William H. Warner was a 2'nd. lieutenant in the U.s Corps. of Topographical Engineers. He was killed July 1, 1850.
Wm T. Sherman was and lived in Ca. several times, (as early as 1847), but was not involved in the laying out of the streets of Sacramento.

I am not 100% certain, but I believe General William Tecumseh Sherman had something to do with that ... he had an interesting history in California before he fought in the Civil War.
