Let me see if I can remember this correctly: China, Iran, and N. Korea.. I think.. could be in err on that.
Basically, in a nutshell, any country that doesn't fail down and do/act exactly by Bush's beliefs and demands are in what he called the axis of evil. That's my opinion.

The "Axis of Evil" comment, while having merit, should not have been uttered. It was a provocation of Iran and North Korean to act like international asses and practice brinksmanship in order to get economic incentives as we are now doing for both totalitarian nations. We should starve them with a total economic boycott and I suppose that would be reward enough for their brinksmanship.
N. Korea and Iran have acted even bolder and more defiant as they have perceived the Americans being bogged down in Iraq and Afghanistan. They think we are spread to thin to act militarily. I don't know whether or not it is wise to assume such a thing. Never rile a free people - especially if they are as technologically advanced as we are. People may not have agreed with the Iraqi war, but Korea and Iran are obviously cruising for a bruising and if blows seem likely to be thrown, I have every confidence in our nation to swell the ranks and kick some totalitarian hiney.

As usual, BeachBum IS wrong. At least she concedes the possibility this time.
The Axis of Evil is Iraq, Iran and North Korea and was coined by President Bush.
The Axis of Weasels is Germany, France and Russia and was coined by John Gibson.
The Axis of Weasels had me rolling for weeks!!

By Axis of Evil, the President is referring to Iran, North Korea, and Iraq. These countries were mentioned in the President's State of the Union Address on January 29, 2002. He was discussing his goals regarding preventing "regimes that sponsor terror from threatening America or our friends and allies with weapons of mass destruction....States like these (referring to Iraq, Iran, and North Korea, which were mentioned in the speech), and their terrorist allies, constitute an axis of evil, arming to threaten the peace of the world."

The term “axis of evil” was used by President George W. Bush in his State of the Union Address on January 29, 2002 to describe "regimes" that in his opinion "sponsor terror." President Bush named Iraq, Iran, and North Korea in his speech. The United States has added Cuba, Libya and Syria to the nations it claims are deliberately seeking to obtain chemical or biological weapons.
However, the term gets thrown around and misused in certain media circles.
