Well I find it hard to define normal, but I consider myself to have small breasts and I am 23. Though some people are extrremely self conscious abolut this subject, I have found it easier to just be happy with something you feel makes up for your lack of breasts. Even though I believe I have small breasts, I think my *** and my eyes make up for that loss. I also think about my grandma, sister, and friends who have all had breast reductions because of the painful size of their breasts, and I consider myself lucky. Breast enlargement is another consideration if you think you just aren't woman enough! But do it for yourself, and nobody else. Just don't judge what is normal and what is not. No 2 people are the same and nothing in this world today is considered normal or perfect!!

If your boobs weren't any bigger at 18 why would you be asking if they are normal to be their size now? Always sorry to answer a question with a question but really, have you been expecting them to grow since then? Unless you get fatter or pregnant that's the way there are gonna be until your old and they drop a little maybe giving the impression they've grown. But don't be fooled, they just drooped..

It is fine! The back pain & looks from drunk guys all day isn't fun! at least with smaller boobs, you can fit into more clothes (usually you are skinnier), & you may find a guy who likes YOU, not just boobs!

lots of young women have small cup sizes. it's perfectly normal. beauty comes in all shapes and sizes! think about what you are missing - the 4 bras to keep them in place, the back pain, the constant staring...

I'm 20 and I'm only an A-cup. I used to stress it when I was younger but I've learned to live with it. Be happy with what you got... at least you're not flat chested, right!?
