I think that R.A.B. is Sirius' brother, Regulus Black. We know that he was a Death Eater, and that he was later killed because he wanted out. I believe that he stole the real locket Horcrux, tried to destroy it, but it ended up at his childhood home at Number 12, Grimmauld Place. In Order of the Phoenix (American Edition) on page 116, "a heavy locket that nobody could open" is mentioned. I think that this is the real Horcrux, and now that Harry owns Grimmauld Place, he, Hermione, and Ron will go there and discover it. Here is what J.K. Rowling had to say about R.A.B. in an interview with Melissa Anelli and Emerson Spartz of The Leaky Cauldron and Mugglenet fansites:

MA: R.A.B.

JKR: Ohhh, good.

[All laugh.]

JKR: No, I'm glad! Yes?

MA: Can we figure out who he is, from what we know so far?

[Note: JKR has adopted slightly evil look here]

JKR: Do you have a theory?

MA: We've come up with Regulus Black.

JKR: Have you now?

MA: Uh-oh.

[Laughter.]

JKR: Well, I think that would be, um, a fine guess.

MA: And perhaps, being Sirius’s brother, he had another mirror –

JKR: [drums fingers on soda can]

MA: Does he have the other mirror, or Sirius’s mirror —

JKR: I have no comment at all on that mirror. That mirror is not on the table. [Laughter from all; Jo's is maniacal.]

No one person could have gotten to the locket. That is why i dont believe it belonged to Sirus's darling little death eater brother. Granted he want to stop being a death eater and tried to quit but still i dont think that he would have been able to do it alone. I am still thinking that R.A.B is 3 different people that came together to destroy the Hocruxes.

Regulas just seems like to easy of a person for it to be and J.K always suprises me that is why this time i am not falling for her little trick. I am going to get this one right. muhaha

I would have to agree on Regulus. However, I don't think I ever had Demeter's reasoning behind my guess. He's the only person with (possibly) correct initials who might have betrayed Voldemort like that.
