with two tails you mean ? yes it can, why not? nature has been know to produce weirder extras like sheep with 5 legs that grow perfectly.

I'm sure that there is some way that this would be possible. After all, we humans are often born with more than the limbs we are normally supposed to have, and do alright.

it very well could happen.goldfish are nothing but genetically mutated carp if you really want to get down to it so theres no telling what could happen.
