You can buy whitening oils and creams with hydroquinine as an ingredient which is a mild skin bleach. Needs to be a reputable as can damage the skin if the concentration is too strong. Dermalogica do a good range as do estee lauder. They are quite slow to work and you need to wear a very high sun factor everyday to prevent any sun reaching your skin. And you're right, pale skin is very much the in thing this year.
