how do you make a stading still background (when scrolling),and how do you make a standing still background with a second background over it for were all your content is?

Those are done in css (cascading style sheets). Basically you can set background for elements (the body tag, div tags etc.) and specify an image to go in the background, and properties for the image. I've linked a little article that gives a decent tutorial on the subject.

XHTML is an Extendable version of HyperText Markup Language. It is basically a set of rules which extends basic HTML to perform other operations or behave in a different way. The same is true for DHTML (Dynamic Hypertext markup language).
