I think for the black people who say it is because they are making sure that you understand the subject that they are talking about. And for others they are just lost for words

It's not just black people. they may have popularized it, I say it all the time but I'm not Ghetto or anything. I'm kind of a hippie. So, I guess anyone can say it.

Because they can barely understand each other.
Therefore they have to put that at the end of every sentace to make sure that other people actually do understand and arent thinking of something else.

I'm guessing that if you hear black people saying "you know what I'm saying?" that much, they probably think you're a little slow and want to know that you understand what they're saying. MORON!!
