According to the directors commentary on the DVD, it is Uncle Rico's ex-girlfriend, "Tammy", that he mentioned earlier in the movie. The girl was played by Julia Ruell, she is the wife of Aaron Ruell, the guy who played Kip.

Yes, that was the girlfriend that Kip asked Rico about earlier in the movie. Remember he said that they broke up because "she said i was living too much in '82." LOL!
