well the nieghbor can only ACCUSE your husband....the police in conjunction with the DA charge someone...but only if there's proof....and it doesn't really sound like there's any proof....if you have items missing from your home, hopefully it's something noticeable like a computer or a refrigerator, something that is readily noticed as missing will go a long way in proving innocence for the husband.....

Anybody can make accusations. Convicing the police and a prosecutor that there is enough evidence is a different story. This neighbor doesn't sound particularly stable, so i would avoid him/her at all costs.
