these are a skinny ( bug), they hover on the surface and then squiggle doward when threatened. they can move slowly with out spiraling but if i touch the water they squigle.

Tadpoles- which are baby frogs in process of becoming frogs. They do not bite, but I would not think this would be healthy for humans to swim with. You should treat your pool more often or maybe you may need to check - could be using the wrong combination of chemicals or the amounts.

Its most likely, mosquitoe or chironimid (midge) larvae, but could be numerous other insect larvae.

eww...it would also be algea....i suggest a major cleanage on that pool and quick!!!!!
