Because maybe that person is a little confused or distracted by the other things going on in his or her life and can't see what is going on in front of his or her face. Perhaps also the person isn't really interested in the person who likes them and therefore doesn't pay attention to those subtle little things a person does to show their affection.
If it's meant to be it will be and if it's not it won't. If you are unsure about whether or not someone likes you - you should just take a deep breath and tell them how you feel. You'll feel better in the long run. I promise.

Because they're not expecting it. I don't know too many people who just absolutely would think all their crushes will like them back. It's usually this shy little game that's played, so when a person does like u back, it's hard to pick up on the signs. Plus, the signs can also mean other things. Like, people, blush,giggle, stare, turn away, etc, for other things too u know.

If he or she doesnt notice then it's likely that they dont feel the same way..or they are not available in the first place. hard knocks eh? If your a guy and you get frustrated you can just do what I always did and push her into the mud while on the play ground......always worked for me. ;) Or you could....tell her...Just dont use words. You have to get all cryptic with ladies...appeal to their crazy ideals of romance and all that....drop hints.

It's not hard AT ALL. You know what? I SPEAK UP every single time. If I like someone, I TELL HIM! Just like that! Life's too FRIGGIN short 2 keep everything locked up inside! If they don't like me, screw them! Their loss!

Be more direct with the person and let him or her know how you feel. I waited 12 years to let my friend know that l liked him and now we are in a great relationship. Go for it!

They know but just dont want to make the first move or dont feel the same for you,or is not sure 100% about if you like them or not.

because you sometimes send them mixed signals. for instance if you are kind of mean to them and tease them because u like them, the person might think its because you hate them. also there is that fine line between friendship and a relationship.

Maybe it's because the person doesn't admit their feelings to the other.
