FOREVER 21 ! I just bought a dress there yesterday. It's totally georgeous. It's like green, strapless with white borders. Kind of 50's. And it was only $24.80.

walmart,good prices on sales racks
second hand stores often have clothes there that are brand new w/tags that are real cheap
My absolute favorite though when not concerned with prices are Victoria's secret and Deb's.
