to sky: please give me the references of the book yre talking about "complete history..."

There have been a number of "capital" cities, including Tehran, Isfahan, Shiraz, Ecbatana, Persopolis (called Takt-e-Jamshid by the Persians), etc.
But Soltanieh was the capital of the Ilkhanid dynasty. Zanjan is the capital of Zanjan province but has never been, to my knowledge, the capital of Persia / Iran

I think the two cities were not ever been captitals of Iran. But to be sure please read (compelete history if Iran).
