Thats the NEW I.E. You need to upgrade to Internet Explorer 7.0 to get the new tabbing feature. It lets you add tabs instead of opening a new IE window.
Go to http://www.microsoft.com and then do a search for Internet Explorer 7.0 and do an upgrade. Im using it right now and its great =)
Once you install 7.0, click on TOOLS then Internet Options and then under the General tab, look under the TAB category and go to its settings. Check the box that "enables the tabbing feature".

you can't. that's the feature of mozilla/firefox and other browser. Internet explorer is lagging behind in technology. Haven't try IE7 yet. Beta version usually have many bugs, don't wanna screw up my brower. You can use AOL explorer. It is base on IE and you can open tab there. If you have your cursor over the tab, it will show you a preview of the page. hope that answers your question.

If you have Internet Explorer 7 you can do it. Click File--New Tab... Or press CTRL+T...
