Get a container of "Muratic Acid" from your local hardware/or building supply store. Pour the Muratic Acid in a glass dish or container large enough to submerge your plate in. Let it sit overnight in it. DO NOT GET THE ACID ON YOUR HANDS! Use something like tongs or such. Next morning, rinse plate well and then wash it and dry in very good. This will work.
You can also take silverware, copper, silver, gold, most anything of that sort and do the same to take tarnish off.
