What's the name of this film?

It is all about a young boy who is involved in an accident where another child dies. He is then sent to live with an old man who teaches him to carve figures of animals from wood. The whole point of the film is people forgiving the boy for the accident. It is set somewhere in the mountains and it's always snowing. I saw it about 1991 i think.
