13 is a bit young- but if you're going for it, then Congratulations!
You might check with a local grocery store and see if they need baggers- but be aware that some managers don't treat their employees well, and I've even heard from reliable sources about how some have kept kids well after they should have been sent home, even knowing that these kids had homework.
You could also check in with the local camp grounds (if you are near one) and see if they need help. That was my first 'real' job, and I had a blast. Or if you are near any mini-golf courses or something similar, they might hire you to help take care of the place during the season.
Your age might prove to be a sticking point, but if you can convince a potential employer that you're willing to work hard and won't get into trouble, that will help considerably.
Good luck!

This is a great attribute that you desire to go to work so soon? Shows that your good character is building. This is something your parents could help you with. Also your parents will have to sign a permit for you to work, however, I don't believe you cant do that until you are 14. One of the best places was to check is with your school counselor/advisor or whatever it is they call them these days. You may have to wait another year before you can go to work. Otherwise, you may be able to start your own lawn business in your neighborhood. Looks like it's going to be a hot summer and people may not be so willing to mow their own lawns. Good luck in your hunt.

the city you live in will issue them. your local police will be able to tell you where to go, but do not call 911, look in the phone book and get the local number to call them you could also talk to a cop on the street
