Thats happened to me before, you probably have a virus of some sort. You have to get some type of virus, or ad-aware cleaner. look around, there are hundreds of different ways to fix the problem. Before you spend your money, try this. If you have windows XP, go to start, run. type in msconfig, and click on the startup tab on the top. then click disable all, and then click apply. the next time you start yout computer, the sound should be gone.

Please understand the background music coming from ur PC is likely due to a program running behind( like flash / multi media or some screen saver ). It might be a task running as a process in ur PC if it is not visible to u . So end that task from TASK MANAGER (ctrl+alt+del) .
or jus simply put ur speaker off

You can mute your speakers or close a page that might possibly be doing this. To see all of the programs currently running, press CTRL+ALT+DELETE
