A long petticoat, something like one of these, would work. The first one is cheapest, but likely to feel somewhat scratchy. You have to pick something you think will work with the way the material of your dress drapes. I hope you find some that makes you look perfectly elegant!

A crinoline skirt would work, alot of people who get married use them to make the dress look further, it is kind of a petticoat type thing.

If it's floor length, consider a hoop skirt. For shorter dresses, use petticoats like square dance costumes have.

Use use a chrinoline pettypcat like they used to back in the day. Now they are comming back. Go to pantiesareus.com, and search for petticoats. Here, I will include the link below, they have them in many colors.

Purchase or make a slip with several layers of a lightweight but stiff material. If you have already purchased the dress, go to the place you purchased it and see if they have anything available. If not, hopefully someone can make one for you.

Wear a net skirt underneath if it can stretch.Yo can also just spin alot it will look puffy

get a poufy crinoline slip at a bridal shop, or rent one if you just need it for one occasion. you might be able to look at one and make it instead. would be alot cheaper. here's a link with pix:
