it depends on the occasion or events. skirt is semi-formal, jeans is casual and shorts is too casual.
shorts- when its summer or during hot season, to make you comfortable with the heat. sometimes its good to cool off while wearing your bikini, appropriate for the beaches, swimming pool.
jeans- when its getting cooler, to keep air and cold off your legs. good for watching movie, theme park, rodeo shows, circus, walking on the bay.
skirt-when its a little bit formal events like a party not to expose too much of a skin, a bar-b-que get together during holiday, bachelorette party, bar hopping.
personally, i wear all of them in the time or event i've mentioned above.
