You need to contact the Department of Labor and they will be able to tell you what to do. I think that you could either file a lawsuit in either court or small claims court for theft and deception. Also, call the local police department and speak to the theft crimes division and see what your rights and the law states.

you of course need to consult a lawyer. Does your company have a written personnel policy? What does it say? Padding time sheets can be a crime (fraud) if you can prove it. That is often difficult to do.
