There is a species of dove that is a true red eyed dove from Kenya. The white doves here that have red eyes are born albino or have contracted an eye infection.

Since this is in the physics catagory, I suppose you mean while taking photos with flash. Redeye appears when light bounces off the inside of your pupil (which is naturally red). We only see red when there's a flash because there isn't enough light to escape your pupil normally. Think of a closed box painted bright white inside, with a peephole. The inside looks black because the light can't escape. Fascinating, huh?
