It's a lack of knowledge. Not much respect for the machine. Most type-A people are like this. They use and abuse things and people around them and find no fault with themselves when things go wrong. If you observe his home you will find a lot of worn out or broken things. If you associate with him you will probably also notice that he can't keep girlfriends for long either.

Maybe he thinks if he revs up the motor regularly, the car will have a longer life.

Ask him!!! Just go out there and tell him your husband or wife or whatever is trying to sleep! Tell him he is contributing to Global warming! Tell him to turn off his engine! He is rude to you, so be rude to him! Don't b e shy! Be an asshole to him or a *****. He deserves no respect from you. If he ignores you, sneak out and put some potatoes up his tail-pipe...that will cause him problems...flatten his tires, that will piss him off also. Good luck. Brock from Vancouver, Canada.

He likes buying new/used cars all the time, may not have a good woman to spend his money on. Just a guess.

My neighbor does that too. I guess it's the "trendy" thing to do. Some guys do it to show off to their buddies or to impress girls. And some girls do it for the same reasons!!! Though it seems as though more guys than girls do it, because guys have the more "suped-up" vehicles and they want to demonstrate what's inside it!
