If your talking about gaming, the processor and video card is what makes the speed of the computer. The processor has to be powerful enough to utilize the graphics power available provided by the video card. So if you have a Pentium 4 at 1.8Ghz and a Ge-Force 7800 GT, your games would probably run at the fastest that the processor can handle compared to if you have a Pentium 4 at 3.6Ghz.

But if your talking about regular speed on PCs then, the CPU, memory, and video card is what makes up the speed.

you really need a good round system for the best gaming performance. A good cpu insures that it can handle all traffic routing to the video card and sound card and memory access. at least a 1gb of ram so it doesn't have to use the hard drive to swap which really kills performance, and a good video card that can render the scene as fast or faster than the cpu can feed it. it would be stupid to have a 7900gtx sli setup with a celeron or sempron 2400. it would be equally stupid to have a Pentium EE or Athlon FX 57 with 512mb ram with a x1300... you have make a good round system, remember each part compliments the others.
