I used to have the same problem, you need to get a sulfur clay mask, I know it sounds weird, but they really work.
I started using the free mask that came with the sets of Proactiv Solution, then went and bought a better one somewhere else... they really work
I use Serious Skin Care "Unmasked" acne medication sulfur mask ...

Black head are common in oily skin.If your skin is not clean, if you are not properly cleaning it then the oil(natural oil of the skin) and the dust particles will clog and become blackheads. Get them removed by an expert . And fallow a good facial regime cleanse your skin to remove dirt and And steam it ,and after steaming don't forget to splash with cold water it will close the pores. Use a herbal or medicated soap

Wash your face regularly, use facial products such as those cleansers that you apply after washing that burn a bit.... my favorite that always helped in addition to those, Clearasil (tinted)... : ) Works good as a cover up and kills zits instead of making them.
Do it daily.... I guess you could say, it's a never ending battle....
You could always go see a dermatologist....
