Yes. Just plug it in and turn your radio to (usually FM 88.1-88.9) I do it all of the time.

My first impression is to say No! But, if a person developed a program to interface the transmitter with the computer then the answer could be yes. Example; look at a wireless card, you plug it in and it not work. BUT, you load the Interface/Operating Program into your computer and then they know how to "Talk" to each other and the card will work. Problem is; writing the Program. Some Ham Radios Transmit on FM and they actually have setups to connect your computer through your Ham Radio and you can link to the Inet through a Satellite. Hope this helps.

Your question isn’t very specific, but if you mean a car adapter for a cd player then it should work.
