Governments are made of people and cultures include religion. So we have different aspects to consider here. In India, where the people are basically farmers or villagers, the idea is that children help the parents and care for them in their old age, so the more children, the more prosperous a family becomes. But now as the economy is shifting towards manufacturing, the idea is wrong but the thinking hasn't changed. This same concept was held in America and families of ten or so were not uncommon. The Catholic church is another factor as they disdain birth control. In India the government is trying to control population (unsuccessfully) by offering cash for men having vasectomies. Think also about a human factor; in a life so bleak that men seek comfort with their women and any accidental pregnancy brings not joy but sorrow.

Perpetuation of the race for one thing. Also, this is the only way many of these people can, somewhat, guarantee that at least one of their progeny lives to become an adult.
The government would be foolish to try to "mandate" abstinence or birth control. Suggest, perhaps, but not require. In some cases, the government is part of the problem and none of the solution.

The government isn't going to start handing out free birth control any time soon. And like you said, these countries are poor and cannot afford any means of birth control. A lot of the times in these poor countries, the women are raped and forced to have chidren. Papua New Guinea is a horrible third world country where men are allowed to beat there wives with sticks, rape them, and sell there daughters for pigs. Maybe before you ask a question like this you should do some research on third world countries as you will learn why all on your own.

people are the same all over the world. be it from a poor country or developed country. we all want the same thing, love,family, and the best for our kids. so....there is NO way anyone would ever be able to mandate an abstinence order, that is just ludicrous! people have the right to make their own decisions, after all...God did give us all free will.

Lack of education is a huge factor. Also, I'm not sure where you are specifically speaking of, since Africa isn't a country with cities and towns, but a continent with many different countries and different customs and forms of governments. Some good, some bad, but all different.

The don't.
There is no birth control and nothing to do. Sex is just something to do part of the time.
Their culture if different. Men just take sex like it's theirs to have. Also, a lot of time these women are raped.
It's not like the have jobs and healthcare or insurace or rights (even) most of the time.
Nobody intends to have a baby that will suffer even in the womb.

I believe the main problem is they don't have MONEY to BUY the birth control. And how would you go about MANDATING ABSTINENCE? That's just unrealistic, and would never happen. The problem is the countries need to start taking care of theirselves and their people.

Their culture is different. They begin teaching girls as young as 12 that their role is to serve men. Boy at that age are taught that it's okay to have sex as often as they like with as many girls as possible. I don't know why any one would want to teach their kids such a thing, but they do.
And honestly, if you watch tv here in this country-we are teaching our kids the same thing. So how are we any better?

Well its sure isn't because of a bigger welfare check like it is here.
Africa is a lost cause for many reasons, some of which are:
There are over 100 languages spoken there
Lack of infrastructure main disadvantage being lack of education
Most governments are corrupt beyond imagination
Conservatively +15% of population is HIV positive
and many, many more

Because all animals strive to pass on their genes. In the developed world there are virtually no threats so why have more than one child? Why not have the government ban more than one child?
In poverty afflicted areas the sums dictate that you have to have four or five children for one to survive to teenage.
