it might be your log in thing...? Do you have a shared computer in your house? If so, and you log in as different users, it could be that another user is the administrator and your..summat else. Have a look under 'start' and 'control panel' and then 'accesibility options' to see if it says anything there.
I might be totally wrong, but thats what i'd go for first.

if youre using a computer that is not yours, ie in school or at work or some other public place, you cant make any changes to the computer ie the owners have restricted users from downloading and installing contect on the computer. Contact the person in charge ie the administrator.
