Depends on the situation. The way you describe it, no, but is this person wanting or expecting hugs from you and you're a little uncomfortable, especially in public? Listen to your gut feeling.
Sometimes hugging like that can give you a false rep in your group (school, work, wherever), so be careful how where and when, and especially how often. If you're cool and the guy(s) are cool with it, then have no worries. Hugs are an important way to communicate you like someone or just let them know they are important to you, with no tone of sexuality whatsoever.

People in other countries are used to also men hug and kiss on on both sides of a face's cheek as respect and care. Its the most respectful way to show dignity and tribute to a man.
