The low pressure in the eye of the hurricane does. The high pressure air moves to the low pressure, creating the wind. The wind gets twirled around. Then, the low pressure also makes the water vapor from the sea stay together in th circular pattern.

A hurricane is made after warm water and cold water interlock over each other. It then becomes a tropical storm, which then turns into a Hurricane.
