I actually think it was a christian religious symbol before whatever yall think it means like the Christian fish on the back of a car, the hook represented the whole give a man a fish and he eats for a day, teach a man to fish and he eats for a lifetime.

I'm going to go out on a limb here and say it means you like to fish.

More likely, that person wears his hat when he goes fishing and simply stores his hook on his hat when he isn't using it.

Duh.
