I'm considering buying a new motherboard & cpu. I want to know how the L1 or L2 cpu cache limits the kind of mainboard I can buy

No it doesn't affect the motherboard you can buy. However if you buy a motherboard with a crappy chipset it will limit your CPU's potential.

The socket of the CPU will limit the motherboard you can buy as well as the revision and codename of the CPU. If you go dual core then you need a chipset that support dual core, same thing for 64 bit, hyper-threading etc The chipset of the motherboard is the most important factor after the cpu.

As the caching resides in the processor and the motherboard must support the specific processor that has the cache, the relationship is tenuous at best. Pick your processor and the buy the best motherboard you can that supports that CPU.
