Many years ago, in a dark period of my life, I was living on the streets in the Los Angeles area. I woke one morning to find a man jacking off about 50 yards from where I'd made my bed, looking right at me the whole time. I made a point to stay calm and move slowly as I gathered my things and got ready to leave. He stayed right there doing his thing, and when I started to walk away, he moaned, "Don't Go..." I turned and told him that he obviously didn't need any help from me, then I left.
Yes, I realize how the situation could have gone badly.
No, there are no lasting negative affects. But as you can see, it's been more than 20 years, and I haven't forgotten a moment of it.

I can remember it very clearly. I had just gone to Virginia to visit my grandparents, I was 12. On the way home my grandfather needed to stop at the supermarket, so I was wandering around looking at other things. Before I knew it, there was this red-haired, freckled face teenage boy next to me exposing himself. I just turned around and went to find my grandfather. Nothing came of it, the boy was gone. As for me, I don't feel like it really had any long-term affect on me.
