BUT, through cloud seeding we are now reducing the damage that hail stones cause to crops. if there were a way to do this so tha rain fell in a different place then the application could be used as a tool by the military. they could force drought on areas that rely on rain for their economy or cause flooding in areas that already receive sufficient rain-fall. the technology exists but is not really practical as the scale of an operation would be prohibitive (not to mention that doing these things would take time and the military likes quick and clean operations. (unlike Iraq)

To date, the weather patterns are such massive systems that we do not have the technology or energy sources to change weather in a large area. Global warming is a very real thing, changing weather patterns over the entire globe. As the oceans warm, the fuel for huge storms increases, and the storms will follow. WE are headed for a melt down of ice caps....The movie, Day After Tomorrow is NOT science fiction...the results of global warming are shown quite clearly in that movie, and certainly are within the realm of possibility. To date, no one government has been willing to stand up and be counted as to this problem..to change what people do with fossil fuel will be very unpopular. CO2 emissions are a very real danger. WE have less that 10 years to make serious changes, ... after that, it will be too late to stop the effects, no matter what we do.
