a footer is a reference line in a paper that runs at the bottom of the page. It could be page number, running title, author, footnote, etc. it is normally not used in an APA style paper, more likely in MLA.

I always thought it was a nickname of a gay person "he's a foofer" or "he's a foo-foo".
